Accountancy Officer – Worcester (Temp Vacancy)

Umbrella Pay Rate: £14.00ph

Full-Time (37 hours)

Job Purpose:

To support the Principal Accountant / Auditor and senior management within finance in providing a full and quality financial management service to Budget Holders, Service Managers, Heads of Service, Assistant Directors all Council officers and Worcestershire Pension fund (WPF) and delivering assurance of processes, controls and governance. This will include: -

  • Driving, developing, and providing effective and proactive financial challenge to the operational services within their remit
  • Providing financial support, professional expert advice and innovative approaches to financial management
  • Providing financial support and challenge to projects, commissioning and contracting processes and reviews, providing financial information advice and appraisals as required and to ensure that resources available are used effectively.
  • Completing detailed financial analysis and undertaking corporate financial functions as directed by the Principal Accountant or other senior manager within finance
  • Providing detailed financial advice and support to Budget holders and senior managers on all aspects of financial management and ensuring financial governance is adhered to including making authoritative recommendations on areas of financial concern
  • Carrying out compliance and assurance audits to provide an assessment of organisational and risk management
  • Ensuring that Authority and Directorate financial procedures operate effectively and are in accordance with the scheme of delegation, standing orders and financial regulations.

Accountabilities:

  • Provide financial advice and support to Council staff and WPF staff on all aspects of financial management and ensure financial governance is adhered to
  • To act as the finance representative at appropriate meetings including project and management teams to provide financial challenge, solutions and advice
  • Provide financial advice and support to Management Teams and WPF on all aspects of financial management and financial planning and ensure that appropriate financial governance is in place where there are arrangements with external stakeholders
  • To gather data and information and provide expert advice regarding responses to consultations
  • To assist in projects and reviews, providing financial information advice and appraisals as required.
  • Support the senior finance staff in providing strategic financial advice and challenge to the commissioning and contracting processes including Pension fund investments
  • To complete financial investigations and appraisal on proposals such as changes to service delivery, new developments or government policy changes and advise Service Management accordingly on the financial aspects of the proposed changes
  • To ensure that Authority and Directorate financial procedures operate effectively and are in accordance with the scheme of delegation, standing orders and financial regulations.
  • To develop innovative approaches to financial management and encourage managers to consider different ways of delivering services; to initiate research and bring forward proposals.
  • To ensure that significant financial variations are identified and challenged with Senior Management and advise and support them on the appropriate course of action, including providing solutions and implications of the proposed plan as well as alternative strategies
  • To ensure that Authority and Directorate financial procedures operate effectively and are in accordance with the scheme of delegation, standing orders and financial regulations.
  • To develop innovative approaches to financial management and encourage managers to consider different ways of delivering services; to initiate research and bring forward proposals.
  • To proactively identify and suggesting innovative approaches to debt management
