Location: County Hall, Worcester, Worcestershire, WR5 2NP
Contract: Initial three-month contract with possible further extension.
Hours: Full Time 35 Hours a Week – Monday to Friday – 9:00am to 5:00pm
Payrate: £10.14 an Hour
To support the Accountancy Officers, Schools Finance Manager and Head of Finance in providing a full and quality financial management service to head teachers, governors,
Budget Holders, Service Managers, Heads of Service and all Council officers. This will include: -
To drive, develop, and provide effective and proactive financial challenge to the operational services within their remit
Providing financial support, professional expert advice and innovative approaches to financial management
To provide financial support to projects, commissioning and contracting processes and reviews, providing financial information advice and appraisals as required and to ensure that resources available are used effectively.
To work as part of a Financial Services team assisting to ensure the team is responsive, flexible, efficient and customer focused.
Working in conjunction with the Accountancy Officers in providing a full and quality financial management service to a schools by supporting the provision of: -
Strategic advice to schools in the planning, management and control of their budgets. Ensuring that schools are aware of and comply with the appropriate financial regulations and standards.
Attendance at meetings with Headteachers, school staff and Governors as necessary.
Maintaining and updating the funding formula to schools and to undertake modelling as required.
Support, maintenance, development and introduction of computerised financial information systems in schools.
Maintaining employee costs information for schools and other school related records and operate the telephone systems support helpline.
The preparation/ checking of financial data for grant claims and returns required by Government Departments and other agencies.
Providing financial advice and support to head teachers and Budget Holders and their staff on all aspects of financial management and ensure financial governance is adhered to.
To ensure that Authority and Directorate financial procedures operate effectively and are in accordance with the scheme of delegation, standing orders and financial regulations.
Main Activities & Responsibilities:
Schools Finance Specific Issues
To provide the following for a defined group of schools:
To assist the Lead Officer in providing advice and support in financial management to a defined group of schools. Assisting with budget monitoring and helping to identify schools in budget difficulty.
To provide advice and support to school staff on budget planning, management and monitoring and other financial issues.
To attend meetings with Headteachers, school staff and Governors as necessary, assisting with preparation and follow-up work as required.
To ensure that the necessary standard budgetary information required by schools is up to date and available by due deadlines, including staffing cost projections and spending reports.
To provide the necessary information to schools to enable them to plan and monitor their budgets.
To participate in the process of monitoring overall budgets on a monthly basis and reporting findings to Lead Officer.
To ensure that schools annual budget plans are checked and that schools are alerted to over-commitments.
