Location: Keynsham Civic Centre, Market Walk, Bristol, BS31 1FS

Contract: Initial contract to 13th August 2021 with possible extension.

Hours: Full Time – Monday to Friday – 8:30am to 4:30pm

Payrate: £10.27 an Hour

Description:

These roles are within the CAZ Business Support team and are needed to support the review of image clips and other related information to support the CAZ penalty charge enforcement process.

PURPOSE OF JOB

To provide the statutory requirements of the enforcement of the charging Clean Air Zone in Bath by reviewing contraventions and responding to statutory appeals.

Under the direction of the CAZ Enforcement Team Leader provide comprehensive customer focussed business support to customers, colleagues and other stakeholders within the clean air zone team and processes.

To provide the required business processes to ensure that the CAZ is enforced in line with Council policy and national legislation to ensure that the scheme is legally enforceable. 

PRINCIPAL ACCOUNTABILITIES

To understand legislation including The Road User Charging Schemes (Penalty Charges, Adjudication and Enforcement) (England) Regulations 2013,

The Road User Charging Schemes (Penalty Charges, Adjudication and Enforcement) (England) Regulations 2014, Environment Act 1995.

Receive and respond to written challenges and representations in respect of all CAZ Penalty Charge Notices. 

Undertake a fully documented investigation in order to assess the validity of the CAZ Penalty Charge Notice and using all available evidence to make an informed decision to

either cancel or enforce in accordance with legislation and council policy, including the Data Protection Act, ensuring a full and comprehensive response is supplied to the customer within timescales dictated by legislation.

To identify, investigate and document any issues within the enforcement procedures and make sure that where these impact processes or operations they are escalated to Senior Management for review, ensuring a culture of continuous improvement.

Be the first point of contact for enquiries from the public, Members, Senior Management and external organisations including bailiffs; Traffic Penalty Tribunal;

Traffic Enforcement Centre; and the DVLA. Evaluate the evidence and make accurate, audit accountable decisions where necessary to ensure that all enquires are responded to immediately.

Assist in the operation of the Council’s, tow-away and clamping schemes ensuring information provided to members of the public is accurate, audit accountable and fully compliant with legislation and Council policy.

To provide relevant statistics and analysis for the completion of Freedom of Information and management requests from the CAZ enforcement software ensuring accuracy at all times.

Utilise IT skills through the operation of the CAZ Enforcement ICT systems to resolve service requests.

Undertake general clerical duties including word processing, data entry, filing, stationery ordering etc. as required and to ensure a high level of service is maintained.
