Blackpool – School Funding Officer
Location: Talbot Gateway, Blackpool, Lancashire, FY1 3AH
Contract: Initial three-month contract with further extensions
Hours: Full Time – Monday – Friday
Payrate: £16 an hour
Description:
If you are a qualified accountant, or working towards your full qualification, take a look at this opportunity within Children’s Services.
You will be responsible for the day-to-day management of funding for schools through the local schools formula and from the High Needs block.
This is an exciting role, which covers a wide range of financial tasks.
You will need to keep yourself up to date with the latest government developments affecting school funding so that you can offer expert advice to schools and the Council.
You will need to have an understanding of school funding and be capable of working with a high degree of precision and accuracy.
A flexible approach is essential in order to prioritise your work and that of the Finance Apprentice to meet deadlines.
Main Duties and Responsibilities
Establish and operate formulaic systems for the allocation of funding, and the compilation of statutory financial returns to central government.
Generate payments to schools in respect of funding allocations, and raise invoices when liabilities arise.
Support the completion of the year-end final accounts process in accordance with all relevant guidance and statutory requirements.
Actively participate in consultations in order to secure the best possible financial outcome for the authority.
Use research and networking opportunities to keep up to date with and assess implications of external changes and political initiatives affecting funding, so as to provide advice on Council policy development or imposed change.
Provide information, advice and guidance to schools and other education providers regarding funding matters.
Provide technical and financial advice to the Schools Forum in order to support it to meet its statutory responsibilities and prepare reports to aid decision making.
Monitor the education capital budgets, liaising with other Council teams as appropriate.
Manage the budgets relating to the school PFI and BSF schemes, including liaising with the PFI contract management provider, and making all appropriate ledger entries.
Supervise the work of the Apprentice Finance Administrator, including support for skills acquisition and liaison with training provider.
