Bury Council – Environmental Health Officer

Location: 3 Knowsley Place, Duke Street, Bury, BL9 0EJ.

Contract: Initial contract to 31st March 2022 with possible further extension.

Hours: Full Time – Monday to Friday.

Payrate: £18 an Hour.

Description:

We are seeking to appoint a qualified Environmental Health Officer with relevant qualifications and experience of improving Housing Standards to join Urban Renewal on a fixed term till 31/03/2022.

This role is linked to external funding from Business for Energy and Industrial Strategy (BEIS) to deliver an exciting pilot scheme. You will be working as part of a small friendly team.

You will be tasked with testing a toolkit designed to assist Local Authorities enforce the Minimum Energy Efficiency Standards (MEES) in private sector housing.

You will also carry out Housing Health and Safety Rating System (HHSRS) inspections to ensure that housing standards are improved.

Experience of eliminating Category 1 Hazards in relation to Excess Cold would be favourable.

You will work in a supportive environment, be encouraged to make decisions and exercise your professional judgement.

You will be expected to manage your own workload to ensure targets are met and to work as part of a team.

You must be able to gather, collate and present evidence and determine and implement the best course of action to resolve issues relating to housing enforcement work.

Utilising the toolkit, you will also identify where the service needs to adapt to ensure enforcement of MEES is possible, utilising the powers provided to Local Authorities by the Energy Act.

You will support the Unit Manager for Adaptations and Energy in project managing this pilot and regularly reporting to Business for Energy and Industrial Strategy (BEIS) as required.

The work will involve a flexible approach when dealing with proactive and reactive issues; and you will be responsible for identifying Energy Performance Certificate rated F and G private rented properties and manage this caseload of work, the toolkit mentioned above will assist with this.

You will also assist in the promotion of local and nationally available energy efficiency retrofit schemes accessible to private rented properties and make referrals to relevant organisations to improve property standards and energy performance ratings.

This will contribute to the Local Authority in achieving ambitious carbon saving targets.

You should have knowledge of current legislation relating to environmental health and good communication skills together with the associated enthusiasm and commitment to fulfil the requirements of the post applied for.

Knowledge of and or a special interest in improving the energy efficiency of homes would be beneficial to the role.
