Governance Officer - Barnsley

Salary: £ 24.66 Per Hour Umbrella.

Full Time (37 hours per week)

Role Purpose:

  • To support the Council’s decision-making arrangements and enable Elected Members and Senior Officers to fulfil their role effectively.

Responsibilities:

  • To service the meetings of the decision making bodies, working parties and processes of the Council.
  • Provide professional advice, guidance and information to a variety of audiences to ensure that, procedurally, decisions taken within Governance arrangements, comply with legal and other requirements, particularly where an advance private briefing of Cabinet Members on forthcoming issues in appropriate circumstances and to intervene with senior officers where required.
  • Prepare and deliver minutes, agendas, reports, briefing notes and presentations.
  • Proactively intervene, liaise, negotiate, influence and collaborate with internal and external stakeholders including senior Elected Members, senior officers, managers, employees, members of the public and partnership agencies.
  • Provide / seek briefings and support for key meetings and discussions between Members, MPs officers and representatives of partner agencies about major service and policy issues and record and action the outcomes.
  • Identify matters of potential significance for the decision making process arising from day-to-day contact with Elected Members and Senior Officers and correspondence received in the Unit, from whatever source and take appropriate action.
  • Contribute to the design, development, implementation, project management and maintenance of electronic and paper based systems.
  • Contribute to the development of service strategies, policies, plans and procedures.
  • Contribute to performance management and complex data analysis and interpretation, promoting quality practice and service delivery, ensuring continuous improvement.
  • Keep abreast of wider service developments as well as maintain knowledge of local and national regulations, policies and procedures to enhance the service accordingly, to satisfy internal and external demands.
  • Undertake any other duties commensurate with the role as requested by management.
