Housing Standards Officer – Shropshire (Temp Vacancy)

Umbrella Pay Rate: £19.00ph

Full-Time (37 hours)

Job Purpose:

The post holder will be responsible for the effective delivery of regulatory and enforcement priorities through operational service and action plans, projects, risk-based inspection and sampling programmes, civil and criminal investigations and client management in order to achieve required outcomes and meet quality and performance standards.

Accountabilities:  

  • Responsible to the Housing Enforcement and Service Support Team Manager  Team Manager who is in turn responsible for the post holder’s health and safety, training and development.
  • Expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order achieve specified outcomes, but will not have direct authority over those involved
  • Expected to assist in the design and delivery of regulatory and enforcement plans in order to deliver improved regulatory outcomes, including improved levels of business compliance, response to emergency incidents and relevant preventative work
  • Deliver operational action plans and projects across a range of functional areas in order to raise standards of compliance and deliver improved regulatory outcomes.
  • Support the development and delivery of a programme of regulatory and enforcement projects and activities across a range of functional areas to identify and reduce risks to residents and businesses in order to achieve required outcomes.
  • Utilise a range of regulatory approaches including evidence-based research, risk assessment, intelligence-led targeting in order to identify and investigate business activities or environmental practices which present a significant risk to the health, wellbeing, safety, resilience and economic growth of the wider community.
  • Undertake comprehensive and professional research and analysis across a range of functions in order to provide businesses with high quality, accurate and timely advice on the implementation of legislation and standards in operation.
  • Plan, undertake or support investigations across a range of functional areas in accordance with the Better Regulation and Enforcement Policy and Housing Enforcement Policy support for the preparation of evidence to ensure that enforcement cases meet the very highest legal and professional standards and achieve successful outcomes.
  • Utilise a wide range of appropriate regulatory techniques in order to successfully achieve regulatory outcomes in the most effective and efficient way.
  • Contribute to the delivery of cross-cutting agendas including safeguarding and health and wellbeing in order to protect vulnerable people and the wider community.
  • Utilise problem solving, negotiation and mediation to resolve issues and complaints reported by residents, businesses, partner agencies and services.
  • Prepare, present and make recommendations and appear as a witness in prosecutions or in other judicial or enforcement processes.
