Information Management, & Research Manager – Hull City Council
Salary: 20 ph
Full-Time (37 hours)
Development, coordination and implementation of innovative and integrated information, benchmarking systems and performance monitoring processes and procedures that:
× Highlight performance against plan, opportunities for development and service delivery improvement.
× Identify quality standards and aid self-evaluation.
× Report achievement and celebrate success.
To manage, direct and develop the Children, Young People and Families (CYPFS) Directorate Research and Statistical function to monitor all aspects of service delivery, report on performance and achievement, identify priorities, inform service development and comply with statutory obligations.
To ensure the council meets its objectives in relation to the delivery of key improvement and transformation programmes including the Troubled Families Programme.
Skills and Abilities:
× A relevant Professional Qualification.
× Ability to manage a team of professional staff to achieve stated objectives.
× To be a visible and effective leader modelling exemplary behaviour for staff in promoting a culture of seeking excellence in the quality of service provision and of valuing equality and diversity in all aspects of service delivery.
× Excellent understanding of research, analytical techniques, dissemination of information, and clear and concise reporting to a diverse range of audiences.
× Substantial experience in the development and management of performance systems.
× Experience in managing projects involving a high level of research and statistics.
× Ability to provide authoritative advice on the analysis of performance data, target setting and data collection which informs major decisions within the directorate.
× 5 years’ experience of work in the field of statistics and educational research. (Evidence of continued professional development in areas relevant to the context of the post).
× Excellent communication, negotiation, presentation, interpersonal and influencing skills.
× Knowledge of quality systems and a commitment to developing the service, within a culture of change management.
× Ability to work using IT, including advanced software packages, and a willingness to develop and extend this capability.
× An excellent understanding of the role and functions of children’s services particularly safeguarding and early help.
× Highly developed communication, presentation, interpersonal, influencing and advocacy skills.
× Excellent organisational and time management skills.
× Ability to lead multi-disciplinary teams to achieve agreed outcomes and objectives.
× Establishes a Management Reporting & Control Framework that identifies directorate performance, current and planned, across a range of criteria, key performance indicators and critical success factors.
× Support the development of data sharing/case management systems that collect the relevant data and information relating to Early Help, Priority Families and potential Priority Families ensuring all data protection principles are fully maintained in consultation with the Caldicott Guardian.
× Ensure team members have clarity of role and purpose and understand the legislative environment in which they operate. Demonstrate visible commitment to the Troubled Families programme and achieving 100% of targeted families turned around in line with the Troubled families Outcome Plan and the annual staged payment targets.
× Manages and directs related support and resources to provide a flexible and comprehensive research and statistical function that is responsive to the changing requirements of dynamic services for children.
× Co-ordinates, monitors and reviews the collection and analysis of data relevant to the target setting process, strategic planning, resourcing, performance management and the directorates statutory functions to ensure consistency and comply with statutory obligations.
× Leads, initiates, co-ordinates and supports major research projects into service development and provision to inform service delivery respond to government initiatives, influence thinking and support long term strategic development.
× Provides the necessary advice guidance and support necessary to support the directorate and council in government submissions and external scrutiny to demonstrate and celebrate achievement and development.
× Provides advice, information and guidance on local, regional and national developments to support service development and driving forward achievement.
