Licencing Officer – Bolton (Temp Vacancy)

Umbrella Rate: £11.27ph

Full-Time (37 hours)

Job Purpose:

To assist in the efficient and effective discharge of the administration and processing of applications for the licences and permits issued by the service and for ensuring that the legal requirements and council conditions which apply to the various licences and permits are satisfied. 

Accountabilities:

  • Efficient receipt and processing of applications for licences and permits.
  • Checking of official documentation such as driving licences, passports to enable an enhanced Criminal Records Bureau to be obtained and to complete a right to work check.
  • Deal with enquiries at the public counter, letter, email and by telephone from all sources requesting specific information and advice on licensing requirements.
  • Officers will advise applicants of the outcome, or, where necessary, request further information.
  • Issue and vet application/renewal forms for Gambling Act 2005, Scrap Dealers Act, Licensing Act, Private Hire & Hackney Carriage licenses, Street Trading License, Sex Shops, House to House Collections, Street Collections and Second hand goods dealers.
  • Determine whether application forms and tests meet council requirements and whether or not a licence or permit can be issued.
  • Issue correct documentation, notices, plates, badges, etc is essential to ensure that the licence or permit holder is able to operate within the terms and conditions of their licence permit.
  • Input into relevant policy development and be able to apply appropriate policies such as the Fitness & Suitability Policy and the Licensing Act policy.
  • Obtain documents as appropriate in connection with an application required for Committee attendance and independently manage the case file including informing the applicant, should current convictions be present on their driving licences, that a Committee appearance may be necessary.
  • The post holder will be required to assess a variety of sensitive and confidential documents which may include medical information, convictions, visa’s, UKBA information, police intelligence and tenancy agreements.
  • Advise members of the public and prospective traders of prohibition areas within the Borough in relation to street trading.
  • Provide administrative support to the Service using the Microsoft packages.
  • Create and maintain databases for clients/vehicles/operators/premises and all other licences which necessitate such requirements.
  • Provide statistical information including the collation of data, analysis and preparation of such reports. 
  • Accurately accounting for the monies received, receipting customers and secure monies received.  Reconciling and banking of monies received in accordance with set process.
  • Update and maintain comprehensive, accurate and up to date record management.
  • The development and maintenance of constructive working relationships with colleagues and customers.
