Manchester City – HR Specialist Recruitment Lead

Location: Town Hall Extension, Lloyd Street, M60 2LA

Contract: Contract to March 2022

Hours: Full Time – Monday – Friday

Payrate: £18-23 an hour

Job Purpose

We are looking for an experienced HR Specialist within the HR Team.

The candidate must be:

Experienced recruiter of senior posts in local government

Experience of working with recruitment consultants

Experience of arranging interviews and assessment centres on behalf of Senior Management

Excellent communication skills

Experience of communicating with internal and external stakeholders in person and face to face at a senior level

Main Duties and Responsibilities

Responsible for effective recruitment to key senior roles within the organisation, providing an end-to-end senior recruitment function which ensures high quality, diverse appointments, representative of the communities of Manchester.

Manage contracts and relationships with suppliers on the senior recruitment framework including the provision of interim resources and temporary resource for hard to fill vacancies.

Work with the most senior managers including the Strategic Management Team, the leader and Chief Executive, and elected members, providing a professional service to meet the needs of various stakeholders, leading the recruitment process.

Work alongside the Head of Talent and Diversity to ensure appointments at senior levels represent the priorities of Manchester and the City Council and that strategies are in place to ensure the future supply and appointment of talented and diverse senior leaders.

Act as client for contracts for temporary and permanent executive level recruitment, driving value and performance from suppliers.  Provide a contract management function including re-tendering when appropriate.

Work alongside the Director of HR and OD and advise on best routes to market and selection methods to achieve talented and diverse shortlists and appointments.

Develop productive working relationships with senior leaders across the organisation to ensure recruitment approaches are conducted in a timely manner and exceed aspirations. 

Work with Head of Talent and Diversity to create approaches and pipelines for diverse talent to progress within the organisation into senior level posts.

Manage the end-to-end process of recruitment and selection of executive level posts in Manchester City Council, keeping key stakeholders informed and engaged, and achieving a great candidate experience.

Produce evidence and data to support our approaches to talent and diversity.

Continually update and benchmark our approaches to recruitment and selection so that they are best in class in terms of openness, diversity and selecting candidates who are able to perform at their best in Manchester City Council.

Manage assigned resources effectively including the matrix management of staff as required.  The role holder will be expected to effectively co-ordinate resources to support the principles of ‘joined up’ communication and to ensure efficiencies are achieved.
