Manchester – Senior Project Manager


Contract: Initial six-month contract with further extensions

Hours: Full Time – Monday – Friday

Payrate: £23 an hour


Vaccinations, COVID. To lead the Council’s vaccinations programme with the support of 2 project managers.

Strong stakeholder management and leadership skills with ability to quickly translate changing priorities into actions.

Key duties

Support the COVID-19 programme by providing appropriate expertise, advice and interventions with managers and key stakeholders to develop their ability to lead and deliver change.

Identify organisational development needs, and planning, prioritising and delivering interventions to meet those needs.

Effectively manage the successful delivery of a portfolio of COVID-19 projects on time, to budget and of the right quality using the Council’s standard

project management methodology issues and holding responsibility for the project's successful delivery.

Responsible for tracking the project timelines and deliverables and identifying associated risks and resolving issues as they arise.

Ensure all project documentation is accurately maintained in a timely and well-ordered structure and provides progress reports to the

required timescales and in accordance with the agreed governance structure of the COVID-19 programme and wider Gold Command structure.

Facilitate productive communication and engagements to senior and multi-agency audiences that invigorate interest and relay complex issues in an effective and easy to understand way.

Develop resource specifications as required.

Deputise for the COVID-19 Head of Programmes as required.

Produce comprehensive, integrated Project Plans and other project documentation to enable the project to be managed against a clear set of defined deliverables and milestones.

Monitoring, updating and reporting against the schedule to various governance bodies as necessary and implementing remedial plans when necessary.

Provide leadership to project teams, partners and key stakeholders. Defining work, ensuring deadlines are understood and adhered to and that project objectives are clearly articulated and understood.

Motivate and develop team members through leadership and example, identifying and agreeing training and development needs as required.

Provide COVID-19 Senior Management with fully impacted solution options to complex change issues in order to drive timely decision-making.

Ensure project requirements and resource levels are fully supported and approved by the business throughout the lifecycle of the project,

including staffing, that planned ICT implementations have corporate backing and that accommodation requirements are identified through project planning.

Develop and maintain effective relationships with the Senior Officer responsible and other key stakeholders across the COVID-19 Programme/organisation.

Ensure stakeholders are supported and communicated with effectively.

Maintain control of the Project scope through an effective change control process.

Develop and manage individual project budgets and expenditure forecasts, ensuring delivery of the project to an agreed budget and providing updates on a regular basis.

Successfully manage project risk through effective analysis, mitigation and contingency planning. Develop and manage the project risk and issues log.

Monitoring, updating and reporting progress against the log.
