Oldham – HAF Programme Coordinator

Location: Oldham, Lancashire, OL1 1NL.

Contract: Initial contract to 31/03/2022

Hours: Full Time – Monday to Friday

Payrate: £20.86

Job Purpose:

Responsible for the effective management of the HAF programme, the role will deliver through a multidisciplinary team to agreed outputs, outcomes, deadlines and quality standards, while realising efficiencies.

The jobholder will promote collaborative working and sustainability, ensuring they maximise opportunities to access holiday activities for pupils in Oldham who are eligible for Free School Meals.

Key Tasks: 

Be responsible for constructing effective project management plans showing the stages required to deliver change including any additional resource requirements.

Undertake a local plan for provision, based on local supply and demand and mapping the holiday provision to ensure; that holiday provision exists,

is supporting the areas of greatest need and there is sufficient, adequate provision is available across areas for children with SEND/additional needs.

Ensure regular project gateway reviews and assessments take place, working with services across the council and the programme’s external partners, including Finance, People, Procurement and other support services.

Be responsible for leading and managing the progress of the projects reporting progress against the agreed project plans by using the council’s project management methodology and reports as detailed in the Grant determination letter.

Be responsible for assuring the benefits realisation of projects in terms of both cashable and non-cashable benefits against the completion of the project to time, cost and stated quality.

Actively monitor and manage the risks, issues, dependencies and interfaces between projects and programmes, both internally and externally, to minimise financial risk and capitalise on any opportunities that may be of an advantage to the council.

Manage and deploy project resources effectively to ensure the most effective use of officer time, including accounting for significant budgets, and where appropriate capital and revenue investment.

Manage external and internal stakeholders to create a joined-up, innovative and efficient approach (e.g. signposting, sharing resources),

through building effective relationships to enhance the local programme and deliver consistently high standards of provision. 

Ensure that key stakeholders are involved at the appropriate level/ time and that key messages are appropriately managed and cascaded.

Ensure all relevant project documentation is catalogued, filed and stored in line with the Programme Requirements.

Ensure appropriate project closures and sharing of lessons learned, internally, with partners and with Department for Education (DfE).
