Job Description

Job Title: Programme Delivery & Governance Manager

Rate: £26.32ph via umbrella

Shift: Monday to Friday, 8am - 5pm

Length of assignment: on-going

Locations: Belfast, BT5

Duties may include but are not limited to:

Client Liaison & Programme Governance

Provide investment options, justifications and recommendations on potential investment opportunities and present these to the client or 3rd party suppliers.

Lead discussions with the client on potential delivery/investment opportunities, obtaining the client brief/requirements ensuring that these are turned into credible delivery plans and cost options.

Liaise with the Programme Management Office to agree which projects and programmes are to be included with the LBG Project Governance process and agreeing the appropriate project classification.

Provide programme management oversight to relevant projects & programmes, acting as the client interface/point of contact ensuring the programme governance requirements are fulfilled throughout each gateway of the delivery cycle.

Delivery Oversight

Out of Scope (OoS)

Monitor progress of OoS projects and programmes ensuring key milestones are achieved.

Identify exceptions and agree remedial actions with delivery teams.

Highlight trends and implement recommendations to address issues and improve efficiency.

Managed Budget

Review and analyse project delivery performance data to identify exceptions (e.g. aged milestones)

Review exceptions with delivery leads (Projects, Regions & Office teams) to agree and implement any necessary remedial action.

Highlight trends and implement recommendations to address issues and improve efficiency.

High Profile Works

Monitor, and review the High Profile Tracker with the delivery teams, tracking progress, highlighting potential issues and escalate as appropriate.

Relationship Management

Manage the relationship with 3rd party suppliers (Arcadis and CBRE) to ensure effective communications are maintained across delivery programmes.

Manage and resolve project delivery related issues and escalations raised by, or to, 3rd party suppliers (e.g. clash between reactive works and planned refurbishments).

Obtain visibility of projects and programmes being delivered by 3rd party suppliers and share these across the relevant teams to allow alignment checks as well as providing awareness so that any overlaps or gaps between the client and 3rd party works can be effectively managed.

Represent the client at 3rd party/client meetings and lead discussions around project allocation to ensure the most appropriate delivery route, following the ‘Best Athlete’ principles.

Cost Governance (Out of Scope)

Develop a process for ensuring appropriate cost governance is in place for Out of Scope Works.

Manage and control the Out of Scope submission process, ensuring the risk to the wider contract is minimised.

Provide value for money analysis value engineering options for both individual projects and overall programmes.

Liaise with the client and 3rd party suppliers to ensure that the appropriate level of financial approval is in place prior to works commencing and facilitate receipt of Purchase Orders & Cost Centres.

Cost management – ensure that project and programme costs are effectively managed by monitoring budget spend and implementing value engineering options throughout the project/programme lifecycle

Reporting

Produce and manage programmes of works, developing and producing standard project / programme reporting suites to provide ad-hoc and monthly updates to the client for both Managed Budget and Out of Scope works

Maintain progress trackers at both programme and project level, tracking the progress of all projects/programmes (Managed Budget and Out of Scope), take appropriate action with Service Lines to ensure that completion dates are achieved as necessary and minimise year end accruals.

Present reports, business plans, and budget analysis and strategy options to the client.

Liaise with the Budget & Investment Planning Manager to obtain priortised investment plans and produce delivery programmes, budget (spend & commitment) forecasts and phasing plans, align with other service providers and present to the client.

Requirements:

Qualified in a building or building related service to professional level.

Excellent Programme and Project Management abilities within a construction or building related industry.

Appreciation of PRINCE 2 Project management techniques, preferably Membership of APM.
