Barnsley Metropolitan Borough Council - Projects and Contracts Officers

Location: Westgate Plaza One, Barnsley, South Yorkshire, S70 2JL

Contract: Initial contract to 31st January 2021 with possible extensions.

Hours: Full Time – Monday to Friday – 9:00am to 5:30pm

Payrate: £14.86 an Hour

Job Purpose

To support in the development and delivery of programmes and projects with a focus on securing the achievement of outcomes and results. 

This role will work within a challenging and complex policy environment and with senior stakeholders.

A major focus of the role will be the delivery of service specifications, including end to end project and contract management processes, including negotiation and production of service specifications,

procurement, contracting monitoring, compliance and performance. The role will have responsibility for monitoring project finances.

Responsibilities:

Development of service specifications converting new policy and programme developments into project specifications and contracts, following approved programme management protocols and requirements.

Development and management of a series of programme or projects, including negotiation of deals with service delivery partners and with internally with the finance and legal team leads.

Management and monitoring of contract compliance.

Development of project and programme risk strategies and risk management plans, including management of risk, performance and escalation of performance issues.

Production of project or programme management information to include reporting on KPIs, as well as milestone reports.

Producing reports/briefings/presentations to a high standard, delivering presentations if required.

Undertaking research, both qualitative and quantitative, on a breadth of policy and programme matters.

Maintaining project websites and publicity material as required.

Undertaking a range of administrative responsibilities including the administration of formal meetings, progressing actions, production of minutes and responding to external partner enquiries.

Liaising with officials, city regions, stakeholders and scheme promotors as appropriate.

Representing the organisation at formal events and meetings.

Independent progression of policy and programme work, including project and contract management as directed. 

Ensuring that work is undertaken in collaboration with the organisation and wider partners (as appropriate) with the aim of achieving consensus working and maintaining good relations with members and funding partners.
