Strategic Commissioning Lead

Location: Talbot Road, Manchester, M32 0TH

Contract: Initial contract to 31st March 2021 with possible further extension.

Hours: Full Time – Monday to Friday

Payrate: £350 – 400 a Day

Description: Strategic Commissioning Lead for Health and Children’s Social Care

We are looking to engage someone who has a successful track record of strategic commissioning within Health and Children’s Social Care.

Using experience gained within a similar role, they will need to understand the challenges of working across complex organisational boundaries, whilst acknowledging that effective partnership working can deliver improved outcomes for children and young people.

They will be required to carry out a specific piece of work in relation to children’s strategic commissioning.

Responsibilities include:

Development of an overall children’s vision – setting the direction for Children’s Health & Social Care commissioning.

Development of a commissioning strategy for children’s services.

Understanding of the commissioning landscape and spend across education, health and social care.

Re-setting our agreements and arrangements with Clinical Commissioning Group in terms of commissioning children’s health services.

Development of the different strategies that make up the governance groups that report into our partnership board - Start Well:

Joint commissioning strategy for SEND,

Early Help Commissioning Strategy

Requirements include:

Degree or equivalent qualification.

Masters or relevant management and/or professional qualification or relevant experience.

Evidence of continued professional, managerial and personal development’.

Significant experience of working at a senior level in a multi-agency organisation.

Extensive knowledge and experience of commissioning services for health and children social care.

Experience of working successfully and effectively as part of a management team and of formulating strategies, policies, objectives, and targets.

A leadership style that includes and engages people in the delivery and development of services.

Experience of implementing and aligning policies with delivery on the ground, translate strategy into detailed targets and plans, and put in place the necessary organisation to ensure the achievement of the Service’s objectives.

A successful record of delivering customer focussed services that involves users and drives up standards and performance.

Evidence of working effectively in cooperation and partnership with a wide range of communities, partner agencies, private sector providers, public agencies, voluntary bodies and statutory authorities. 

An understanding of the complexity of the health and social care system, and local knowledge of the GM landscape and commissioning arrangements is also desirable.
