Wakefield – Assessment & Monitoring Officer

Location: Normanton, West Yorkshire, WF6 2DZ

Contract: Contract to March 2022

Hours: Full Time – Monday – Friday

Payrate: £11.50 an hour

Description:

An opportunity has arisen for an Assessment & Monitoring Officers within the Personalisation & Assessment Team.

The successful applicants will be responsible for the processing of financial assessments and personal budgets, calculating and processing appropriate and timely payments,

along with providing support and guidance to staff and service users in respect of Financial Assessments and Personal Budgets.

In addition to this the post holder will ensure that financial contributions are paid timely and that personal budgets are spent appropriately in line with the individuals agreed budget allocation.

Where financial contributions are not paid, or personal budgets are misspent the successful applicant will be responsible for liaising and agreeing appropriate recovery action.

A high level of accuracy and numeracy is required

Key Outcomes/ Activities

To undertake accurate and timely financial assessments, accurate and timely monitoring of personal budgets, and associated debt recovery (

including raising invoices, banking of cheques and taking card payments over the telephone) in line with Government legislation and Departmental Policies and procedures.

To be able to explain the charging, financial assessment, payment and debt recovery process to a wide cross section of individuals with differing levels of understanding and knowledge.

This will be face-to-face, over the telephone and written correspondence.

To be able to manage complaints/expressions of dissatisfaction in a positive and sensitive manner using the formal review and appeal process where necessary.

To ensure that a financial assessment is carried out to determine the contribution to be made by service users towards the cost of the care package where they have a Personal Budget for social care services.

To issue financial assessment letters advising such service users of the amount of their Personal Budget together with details of the assessed contribution towards the cost of their care package and where applicable notifying homeowners.

To issue appropriate, timely and regular payments to service users.

To contribute towards the development, maintenance and review of the financial assessment processes, the supporting administrative systems, procedures and practices on an ongoing basis.

To contribute to the development of performance indicators and performance management mechanisms for the Team.

To assist with the development of appropriate systems to support Senior Managers and Team Managers on the funding decisions relating to service provision.

To undertake the review of all direct payment arrangements including the examination of bank statements, chequebooks, paying-in books and the service user’s own records including invoices, receipts and timesheets.

To assist with the development and maintenance of appropriate computer systems in respect of the above.

To assist the Supervisor to train and support staff.

To be responsible for payments and recovery and ensure they are duly authorised and are in line with the Authority’s guidelines and procedures including financial regulations

To liaise with other members of the team regarding benefits issues.

To deal with all enquiries relating to the financial assessment & debt monitoring processes to the satisfaction of the persons involved and the Team Manager, senior officer and supervisor.
