Contract: Contract to September 2022

Hours: Full Time – Monday – Friday

Payrate: £16 an hour

Description:

Wakefield Council are looking for an ambitious Logistics Commissioning Manager to lead the in-house Passenger Transport Commissioning Service.

You will be responsible for managing a team that integrate with many departments within the council with a main focus on commissioning external providers to deliver a front-line transport

service to children and vulnerable adults to ensure they are able to access the services they require, when they require them and in a safe and comfortable way.

Having experience of dealing with vulnerable people is desirable. You will be able to demonstrate an understanding of the safeguarding vulnerable people and an understanding of their needs and the sensitivity surrounding them as well as the Disclosure and Barring Service.

You will have the ability to deal with emotional and upset people such as parents, carers and relatives and to deal appropriately with any transport problems and complaints investigating and taking appropriate action.

You will also have the ability to deal with sensitive, confidential and personal issues relating to their transport and an understanding of information governance and security legislation.

Having previous experience of managing contracts and agreements with the private sector in an efficient and effective way and in accordance with relevant financial and procurement legislation whilst complying with policies and procedures is key to the role.

You will be responsible for the analysis of large amounts of complex data, operator payments, invoicing and recharging of commissioned in services via our corporate

financial system and therefore possess strong financial skills and the ability to create complex Microsoft Excel financial spreadsheets and reports.

You need to be familiar with the management and operation of passenger vehicles such as taxis and minibuses and compliance with associated legislation and licencing.

You will have experience of managing staff, and be able to develop a team, ensuring that they are well informed, trained, motivated and managed effectively to achieve personal goals and business objectives as well as operational KPI's.

You will also be able to demonstrate continuous improvement and continuous professional development.

You will possess a comprehensive knowledge of Health and Safety relating to staff and the workplace and compliance with relevant legislation.

The successful candidate will have a positive attitude and work ethic with the ability to develop ongoing relationships with both internal and external customers.

You will also have an organised and structured approach and be an effective decision maker and problem solver with the ability to work under pressure and meet strict deadlines.

You will have excellent communication skills both written and verbal, strong Microsoft office and fleet management software skills, be self-motivated, flexible, adaptable with the ability to work accurately on your own initiative.

You must possess strong planning, numerical and analytical skills to manage operations against service & financial targets and the ability to compile financial and performance reports and a proven track record.

The post is currently based in Wakefield at the Newton Bar Depot but there is a pending move to Featherstone.
