Are you a passionate, dedicated Schemes Manager looking for your next role? 4Recruitment Services are recruiting a Schemes Manager to work in Havering area.

The Schemes Manager has the responsibility to provide technical expertise for the development, design and implementation of traffic and parking schemes across the borough in an effective and efficient manner. The design of schemes must be in accordance with the legislative requirements and consideration of neighbouring boroughs to achieve harmonisation where possible.

Pay Rates: £320.33 - £405.06 

Responsibilities of a Schemes Manager: (Full Job Description Available)

  • The post holder reports to Highways and Traffic Manager
  • The post holder has line management responsibility for up to 10 professional and technical staff
  • The post holder has full responsibility for the management of cost centres including financial responsibility for up to £2m capital and £750k revenue.
  • Deliver a specialist service, carrying out a range of skilled activities in managing and co coordinating the delivery of traffic schemes maximising service quality, continuity and parity
  • Maintain, develop and review systems, processes and procedures, and provide experienced, qualified advice and guidance in respect to the design and implementation of traffic schemes to colleagues and managers identifying risk and issues.
  • Fully understand and comply with relevant legal, regulatory, policy, procedural requirements, standards, and escalate/report concerns to senior management or arbitration as appropriate
  • To manage a team of professional & technical staff both site and office based with specific accredited expertise including directly employed staff, agency staff, external consultants & contractors, in the delivery of the projects and schemes in accordance with statutory legislation

Essential Requirements:

  • A recognised qualification in Engineering
  • Experience of managing professional, technical and administrative staff within a local authority or other large organisation particularly in a Highway, Traffic and Parking environment
  • Proven experience of scheme design and implementation
  • Experience of technical skills associated with the relevant service area
  • Experience of managing capital and revenue budgets
  • Experience of implementing and consulting on complex schemes
  • Proven experience of working and advising on development control schemes
  • Right to Live and Work in the UK.
  • Current DBS on the Update Service.
