Service Manager (Family Placements and Sufficiency) - Yorkshire Collaboration

Location - Calderdale Hiring Princess Buildings, Princess Street, Halifax, HX1 2TS

Working patterns are hybrid. - £450 per day

  • The role of the Service Manager, Family Placements and Sufficiency will have the line management responsibility for the fostering service and also to act as Responsible Individual for the Fostering Services including Special Guardianship and Connected Carers support.

The Service Manager will understand the need for permanence for children and young people and will demonstrate grip and tenacity to ensure that permanent placements are safe and secure to enhance children’s life choice and chances. The role is to ensure that Calderdale children achieve safe, stable and permanent family placements built on love. They will give strategic lead to develop more internal foster placements, increasing sufficiency and promoting Connected Care and Special Guardianship as good alternatives to care. The Service Manager will be responsible for ensuring there is sufficiency of placements, building and developing relationships with partners both internal and external to raise the profile of children’s services locally. Through effective strong working relationships and the development of collaborative working practices they will drive both the sufficiency and quality of family placement for children in Calderdale. They will work closely with colleagues in integrated commissioning to ensure the provision of external placements is high quality and kept under regular performance review with children being returned to in house provision wherever possible to reduce the burden of external placements costs on the Council and in line with Calderdale ethos to “keep children close to home”. The Service Manager will help to drive the agenda for permanence, and will deputy chair the Permanence Panel ensuring that permanence is achieved for all looked after children. Working with internal and external partners, providing appropriate challenge and scrutiny, the Service Manager will advise on the changing needs of children and young people ensuring the Sufficiency Strategy is regularly updated. The Service Manager will be the strategic lead for adoption work and the key link with One Adoption West Yorkshire, driving effective partnership work to ensure that children achieve adoptive placements in a timely way. As a member of the Senior Leadership Team, the post holder is required to work in a flexible way, providing support across Children’s Services as requested. They may be called upon to manage other discreet parts of the service and undertake any other duties, fitting with their role. The post holder will be part of the on-call manager rota to support our Emergency Duty team.
