Job Description
Harrow Council – Senior Planning Officer
Location: Harrow, HA1 2XY.
Contract: Initial contract to 24Th September 2021.
Hours: Full Time – Monday to Friday
Payrate: £17.21 an Hour.
Description:
Support the effective renewal and regeneration of Harrow Council.
The negotiation and case management of complex planning applications, delivering significant levels of investment within the Borough.
The processing of planning appeals
The provision of specialist planning advice
Day to day management of pre-application processes or similar function within the area team
Determination of appropriate planning applications under the Scheme of Delegation
Supervision of projects as required.
Training and mentoring of junior staff.
Key Accountabilities:
Provision of professional recommendations and advice on complex planning issues relating to major planning applications and regeneration projects as required.
Mentoring and training of junior staff.
Prepare professional reports and formulate recommendations on complex planning and related proposals for decision to the Planning Committee or by delegated authority.
Determination of certain categories of planning application in accordance with the Council Scheme of delegation.
Assessing the validity and supporting the registration of major planning applications as required.
Manage small project and planning application teams created in association with area or site-specific planning and regeneration projects or programmes and ensure compliance with performance targets (secured through formal agreement or statutory requirement).
Ensure the comprehensive and professional appraisal of the technical aspects of applications received within the team, to include consideration of the development plan and all other material planning considerations.
Carrying out site visits to check existing features on and adjoining the site and the impact of the proposed development.
Liaison with other Sections of the Division and other Council Departments and Government Departments.
Negotiations with developers to achieve satisfactory proposals within the context of national, strategic and local policies, standards and guidelines.
Liaison with elected Members, members of the public, Resident’s Associations and other interested parties, in connection with application proposals, and preparation of relevant correspondence.
Preparation of appeal statements and proofs of evidence to justify the Council’s decision, for consideration by written representations, informal hearing or local enquiry.
Attendance at, and presentation of evidence to, informal hearings and local inquiries as the Council’s expert witness and giving assistance to the Planning Inspector as required. Assistance at other Courts/tribunals on related matters, as required.
Liaison with the Planning Enforcement Team in cases of contraventions of the Town and Country Planning Act 1990, the Planning Act 2008 and related legislation.
Dealing with general enquiries from elected Members, prospective developers and members of the public, on all development control and related matters in person or in writing.
Represent, as required, the Development Management Service at meetings with other Services, Groups and Council Departments, Government Departments, statutory bodies, developers, community and other groups, and the general public.
Such other duties which may be required, reasonably, from time to time.
