Swindon Borough Council - Business Support Administrator

Location: Wat Tyler East, Civic Campus, Swindon, Wiltshire, SN1 2JG

Contract: 6 Month contract from January 2021 to July 2021 with possible further extension.

Hours: Full Time – 9:00am to 5:00pm – Monday to Friday

Payrate: £8.87 an Hour

Job Purpose: 

To work as part of a Business Support Unit providing administrative support to a number of Swindon Borough Council service areas, including Planning, Building Control and Transport. 

The duties and tasks undertaken will be in accordance with the Administration Output Specification and local Service Level Agreements (SLAs).

Assist with the team’s daily workload, flexibly undertaking work tasks as required, to ensure the Service and Business Support Performance Indicators (PIs), as per appropriate SLAs, are met. 

Work with authority personnel to provide the business support service as defined within the Partnership contract.  Keep abreast of business support administrative tasks, processes, procedures and responsibilities. 

Key Accountabilities:

Check and validate planning applications, vendor consents and any related applications before acceptance. 

This includes managing fee income, advising the public, applicants or agents of the required information necessary for the submission of a valid planning or related application.

Using online maps, exercise judgement to identify affected neighbours and communicate with them.

Place and remove site advertisements for valid planning and related applications using national and local criteria.

Provide technical and administrative support to ensure the proper preparation and presentation of Planning Committee reports, agendas and related material.

Provide administrative support to the Development Control Group relating to the processing of planning applications, breaches of planning control and other related matters.

Produce Development Control Committee agenda and its related action sheets and decision notices.  Together with assisting in checking decision notices and related correspondence prior to dispatch to applicants and agents as required.

To register and consult the relevant departments on vendor consents and the issuing of decisions.

Collate and input data into the appropriate computer systems.

Receive requests for information in any format from members of the public, local businesses, colleagues and councillors, concerning the work of the Planning, Building Control or Transport areas and record such contact on the appropriate database(s).

Process all new applications for the concessionary travel scheme and input to the computer database, running regular uploads to EUCLID, and update the manual filing system.

Receive reports of unserviceabilities, (e.g. Road surfaces, streetlights) and log them on to and update the appropriate computer system. 

This will facilitate the inspectors and engineers to rectify the problem. To assess the risk to the public from unserviceabilities and take the most appropriate action.

Assist in the distribution of incoming post, internal leaflets and payslips.

Prepare Building Control files for consultation and make referrals on receipt of applications and building notices.

Send decision notices and completion certificates, demolition notice forms, regularisation applications etc.
