Job Purpose:

The Operations and Partnerships Division within Health and Adult Services is seeking to address challenges with recruitment and retention of qualified and non-qualified social care staff at all grades up to and including Team Manager posts.  In response to this a Workforce Development plan has been developed and is being implemented.  A full risk assessment has been compiled detailing the vacancies across the Division and the resulting risks to operations.  The risk assessment identifies significant vacancies without fulltime permanent employees, with an over-reliance on agency staff to cover vacancies.

The workforce development plan has identified the need to undertake a benchmarking exercise with other local authorities and the wider marker to assess the pay rates for RBG staff in comparison to other local authorities.

RBG is seeking an experienced HR professional to undertake a full benchmarking exercise to review pay scales for social care staff in Operations and Partnerships.  The aim of the project will be to assess the suitability of staff pay scales, to review recruitment and retention policies and to provide recommendations which will support the development of a robust and sustainable social care workforce.  This will include

• labour market insight
• organisation design including department size and structure.
• employment statistics including analysis of vacancies
• RBG’s current hiring activity
• Evaluation hiring activity
• Salary and role benchmarking
