Process & Debt Recovery Officer – Romford (Temp Vacancy)

Umbrella Pay Rate: £14.00ph

Full-Time (37 hours)

Job Purpose:

To investigate and respond to correspondence, challenges, representations and appeals in accordance with both statutory and non-statutory processes To handle customer enquiries by telephone and in writing, preparation and issue of Penalty Charge Notice (PCN) documentation, permit application-processing, collation of adjudicator and/or court evidence packs and general administration. Producing high quality responses within productivity targets to tight deadlines The ability to weigh up evidence to make decisions in accordance with legislative requirements making balanced judgements Ensuring all activities are undertaken in a professional and consistent manner To process debt recovery cases providing a high quality of customer service To respond to all highways, traffic and parking correspondence.

Accountabilities:  

  • Prioritising and managing own workload in response to the changing demands from management Dealing and responding to all relevant correspondence including transfer of liability, payment and permit enquiries in accordance with best practice and in plain English Assisting with special projects as directed including implementation of new parking zones
  • Investigating all challenges and representations received against disputed PCNs critically assessing the outcome before responding to the motorist with the formal decision Responding to all formal and informal correspondence relating to the PCN lifecycle in a clear consistent manner Liaising with Enforcement Agents to resolve disputed PCNs, administering the returns process ensuring that the debt is considered within legal constraints and according to policies and procedures
  • Responding to debt recovery enquiries from customers who may be distressed or vulnerable and decide the appropriate action to progress the debt.
  • Dealing with the debt recovery process including Witness Statements/Statutory Declarations, reviewing and preparing cases where Council opposes the filing of court documentation issuing correct documentation to all parties
  • Ensuring that daily quality and quantity performance standards are met or exceeded and that correspondence conform to relevant quality, policy and legislative standards
  • Instruct and process Warrants and associated documentation, consider requests from Enforcement Agents to remove the vehicle or goods in connection with a registered debt in line with Council procedure.
  • To review recorded contraventions and issue PCNs to owners of vehicles, identified by CCTV, contravening legislation.
  • Investigation and Preparation of appeals packs for London Tribunals
  • Taking responsibility for continuing self-development and participating in all training and development activities
  • Responsible for meeting personal objectives as set out by supervisor
  • Attending all team and performance meetings
  • Developing positive working relationships with other team members and providing support to colleagues
  • Dealing with all parking enquiries, permit and debt recovery matters and requests for information in a courteous, helpful, and respectful manner and where necessary seek guidance and advice from other colleagues/services
  • Maintain positive working relationships with the London Tribunals, TEC and other parties regarding parking issues, attending meetings and hearings where appropriate
